Southway is a construction management firm serving public, private and non-profit clients throughout the Mid-Atlantic. What started as one young man’s vision to provide quality construction services for affordable housing developers, has grown into a sought-after, award-winning company. Founded in 1991 by Paul Littmann, Jr., Southway delivers award-winning historic restoration, commercial, multi-family, adaptive re-use and institutional projects. Headquartered in Baltimore’s Locust Point, the firm is strongly rooted in the communities in which it serves.

While we have grown in size and expertise, our culture of Quality, Dependability and Integrity has remained steadfast. Our executive leadership team continues to provide hands-on involvement at every step in the project. Our technology, systems, and processes parallel those of national-sized firms – and our reputation is irrefutable as evidenced by our clients’ praise and repeat business.

This year, Southway is celebrating 25 years in business. With a staff of 68 full-time professionals, Southway has managed over 1 million square feet in commercial projects and 1,500 multifamily units constructed in just the past 3 years alone – with an outstanding safety record – with an EMR of 0.55. Originally founded to serve affordable housing developers, multifamily construction still consists of over half of our revenue stream. The other half of our revenue stream is generated from commercial projects. In every year of our existence, we have been named on development applications to the State of Maryland for low-income housing tax credit funding. In addition to affordable housing projects, we have also grown our market-rate portfolio including several mixed-use projects.

We understand the complex funding requirements at all levels including private, local, state and federal with expertise in historic preservation including federal and state historic tax credit requirements. We are accustomed to working on tight sites and occupied campuses. We are staffed with 5 fully-dedicated to pre-construction, LEED AP staff and Baltimore City and Enterprise Green Communities Building Standards experience.

While our geographic reach is the Baltimore-Washington metropolitan area, our expertise tends to focus on urban-centered redevelopment efforts, a majority of which involve rehabilitation of historic buildings. Our team is passionate about construction and thrives on challenging projects requiring our creative problem solving and solutions-oriented approach.


Southway has been recognized by many of the industry’s top organizations for our commitment to quality and our dedication to collaboration.  A multitude of our projects have won awards for craftsmanship, historic preservation, construction excellence, and economic inclusion.  Additionally, we have repeatedly won the ABC “General Contractor of the Year” and AIABaltimore’s “Contractor of the Year” awards.  We are also the recipient of the highest achievable Diamond Safety Award by ABC Baltimore for the past four consecutive years. Additionally, Southway has been recognized for economic inclusion of local and minority firms, as well as local hiring, through community outreach by the Baltimore Integration Partnership and Project JumpStart. Our most important program is our Safety Program. Our standard policies and procedures are described in our Safety Manual read by all employees upon hiring and reviewed at monthly project manager and superintendent meetings. All Southway employees are sent to OSHA 10-hour approved training classes.

Southway maintains one of the lowest experience modification rates (EMR) in the industry. An EMR is used by insurance companies to gauge both past cost of injuries and future chances of risk, with a rate of 1.0 considered industry average. Our EMR is 0.55. Southway was also recognized for the past several years by Associated Builders and Contractors (ABC) with a Diamond Level safety award. This is the highest level achievable and Southway was the 2013 sole recipient in the Baltimore Chapter of over 600 member companies.

Finally, Southway employs the services of a third party safety consultant through Associated Builders and Contractors. The safety consultant visits the site once per month, at minimum, and issues a full report, including pictures and a scorecard indicating a graded score based on OSHA (and/or MOSH/VOSH) regulations.
